Foreword

The European commission has committed to stronger action on climate change under the European Green Deal, and aims to reduce emissions by 50-55% in time for 2030 and achieve carbon neutrality by 2050. As a result, the EU is considering how some of the current policies can be better aligned with the European Green Deal. One of these is the 2018 Renewable Energy Directive (REDII), which is the EU’s main energy legislation and sees member states make binding agreements to reduce carbon emissions and establish sustainability criteria for renewable energy, including biofuels and forest biomass. The current target for renewable energy incorporation under REDII is 32% by 2030. 
Prior to a potential revision of the directive, the European Commission launched a public consultation....
