Foreword

In this month’s foreword we focus on policy updates related to the manufacturing of biobased products. The Bio-based and Biodegradable Industries Association (BBIA) calls for alignment and policy coherence by motivating the government to establish a cohesive and interdepartmental framework for biomass utilisation. They ask from the government to ensure that the policy and regulatory framework prioritises biomass and biowastes to produce high-value materials and emphasize the need for structured investment programmes to support biomanufacturing. They advocate for easier access to risk capital to enable the operation of biorefining facilities at various scales, emphasising the need to prioritise organic recycling facilities. Further, they request from the government to revise the Plastic Packaging Tax so that it excludes biobased and compostable plastics, in a similar way to the Italian government’s revision which occurred in 2023. Finally, they advise the government to turn their attention to manufacturing activities that are particularly difficult to decarbonise such as those of the chemicals industry.

Amid concerns for a gloomy future due to decreased investments, Cefic has requested the EU urgently restores its economic attractiveness with a climate policy and regulatory framework that is coherent with industrial policy.
