Foreword
In the United States (U.S.), a
study conducted by National Oilseed Processors Association and S&P Global
Commodity Insights assessed the capacity of domestic renewable fuel production
based on current feedstock supply. The main objective was to check whether it
can realistically meet the Renewable Fuels Standard obligations. The study
found that with planned expansions to U.S. oilseed processing capabilities,
domestic feedstocks alone can support the production of an additional 5.4
billion litres of renewable fuel by 2030 while imported feedstock sources can
further expand the production by 3.75 billion litres, to reach a combined
volume of 25.3 billion litres of production by 2030. Kailee Tkacz Buller, NOPA
president and CEO, stated that “The study’s findings make it clear that the
U.S. oilseed industry is more than capable of meeting and exceeding demand for
food, feed and fuel well into the next decade”.
However, oilseed manufacturers
have noted a surge in imports of vegetable oil and attributed this down to the
rising demand for renewable fuel and tax credits introduced to incentivize its
production. The Clean Fuels Alliance specifies that the Renewable Fuels
Standard volumes set by the EPA are largely to blame, claiming that the targets
for blends and minimum volume of renewable fuel produced each
year are unrealistic. Such targets could have forced the domestic producers to
resort to sourcing foreign-made fuel feedstock.
Another U.S. study, conducted by the Department
of Energy’s DECARB program in conjunction with Oak Ridge National
Laboratory, has reviewed the role of biomass in reducing greenhouse gas
emissions across the economy...
