Foreword
The European Green Deal has set out a legally-binding decarbonisation
target by which the Union should achieve carbon neutrality by 2050. To drive
progress the EU has set an intermediary milestone in 2030, by which time
emissions should have dropped by at least 55% compared to 1990 levels. This
2030 checkpoint has been dubbed “Fit for 55”. Transport is of course a major
contributor to carbon emissions worldwide, there is therefore much to be done
on decarbonising transport to lead the EU towards its decarbonisation goal.
“Fit for
55” currently includes a proposal to revise the Union’s emissions trading
system (ETS) to ensure a fairer and more accurate carbon pricing framework
across all the relevant industrial sectors. In a new development, the Commission
proposes to set up a separate ETS for
transport, instead of integrating it into the current main ETS framework...
