Foreword 

In this month’s foreword we look at policy developments related to the UK’s sustainable aviation fuel (SAF) industry. Following the introduction of the Sustainable Aviation Fuel (Revenue Support Mechanism) Bill in July, Parliament has now approved the SAF mandate. The mandate, that is expected to come into effect in the first month of 2025, will aim to increase SAF share to 2% of overall UK jet fuel demand within the same year. The mandate will then increase on a “linear basis” up to 10% in 2030 and then to 22% in 2040.

Hydrotreated esters and fatty acids (HEFA) SAF can be used to meet 100% of SAF demand in 2025 and 2026 but will be capped at 71% in 2030 and 35% in 2040. An obligation for Power-to-Liquid (PtL) SAF will be introduced from 2028 at 0.2% of total jet fuel demand, rising to 0.5% in 2030 and 3.5% in 2040. Buy-out mechanisms will be implemented to provide flexibility in cases where SAF supply falls short, enabling fuel suppliers to pay a fixed price per liter to the government if they are unable to meet the required supply levels. These will be at the equivalent of £4.70/l ($6.10/l) and £5.00/l ($6.50/l) for the main and PtL obligations, respectively.

Following Parliament’s approval of the SAF mandate, Secretary of State for Transport Louise Haigh has launched a plan to revamp efforts to make greener air travel a reality by introducing a new dynamic group called the ‘Jet Zero Taskforce’. Members will include the Secretary of State for Business and Trade Jonathan Reynolds, Secretary of State for Energy Security and Net Zero Ed Miliband, CEOs of major airlines, such as easyJet and Virgin, airports like Heathrow and Manchester, as well as fuel producers, trade bodies and leading universities...
