Following its pledge
of nearly £22bn for projects to capture, use and store carbon
emissions from energy, the government has released the outcome of a ‘Call for
evidence’ to better understand non-pipeline transport (NPT) and cross-border CO2 networks related to carbon, capture, usage and storage (CCUS).
Respondents considered non-pipeline transport (NPT) as essential for the successful expansion of CCUS across the UK. They highlighted NPT’s potential to extend CCUS coverage to more regions while enhancing the flexibility and resilience of existing CCUS networks. Insights
were gathered from a diverse group of stakeholders involved in NPT projects poised to capture substantial volumes of CO2 from 2030. The responses underscored significant progress by industry in advancing various technical solutions across shipping, road, and rail transport. Nevertheless, high capital
and operational costs emerged as a key obstacle to NPT deployment. Additional challenges cited included uncertainties around the long-term availability of CO2 for storage and delays caused by planning and consenting processes. Cross-border CO2 networks were acknowledged as important but contingent on harmonized CO2 standards, political agreements, and the removal of regulatory barriers. Respondents also emphasized the need for fairness in government evaluations of NPT projects, urging consideration of the broader value NPT offers compared to pipeline-based alternatives.
