Foreword

In 2023, biomethane played a significant role in reducing greenhouse gas emissions, cutting an estimated 15 million metric tonnes of CO₂ equivalent (CO₂e) in the EU and an additional 5 million metric tonnes in the US. The EBA, ERGaR, Eurogas, and the RNG Coalition commissioned S&P Global Commodity Insights to review biomethane certification and tracking systems in Europe and the USA. Their report concluded that there are robust and reliable certification and tracking systems in place.

Guarantees of Origin (GOs) and Proof of Sustainability (PoS) certificates allow the EU to legally trace biomethane trade, promoting the development of biomethane capacity and encouraging the use of low-carbon, sustainable feedstock. Furthermore, the traceability of mass-balanced certificates will be made easier by the launch of the EU Union Database for Biofuels (UDB) at the end of 2024. Also, robust certification and tracking systems address the key risks relating to RNG procurement, trading, renewable energy reporting and GHG reporting. As the biomethane sector expands, certificates are anticipated to shift biomethane producers toward market-driven revenue sources, reducing dependence on government support schemes and enabling biomethane projects to become more cost-competitive.

On a country-wide level, recent developments show that various governments as well as the private sector are actively seeking to enhance their investment in biogas R&D and production. The Brazilian ‘Future Bill’, which was voted in last month, will enforce the law that establishes ‘The National Decarbonization Program for Natural Gas Producers and Importers and Biomethane Incentive’...
